Join FP2020 by Making a Commitment

The government commits to working with UNFPA to implement Project VNM8P02, which supports the Ministry of Health to effectively implement the National Strategy on Population and Reproductive Health (2011-2020). The project's total official development assistance (ODA) budget for the Ministry of Health for the period of 2011-2016 is USD $7.3 million. The project supports implementing a comprehensive condom program; controlling condom quality; developing a population law and other legal documents on family planning; conducting surveys on the accessibility to family planning services; and administering surveys on barriers faced by ethnic minority populations in accessing family planning services. During the period of 2016-2020, UNFPA commits to continuing its support to Vietnam on family planning and sexual and reproductive health and other issues.

The government will also partner with MSI to promote procurement of and access to long-term and permanent family planning methods for women living in difficult and prioritized areas in the country, including poor and near-poor women and minority women, basing services on the principle of a client's rights to informed choice and conforming to technical criteria as well as the Ministry of Health's requirements. In addition, the program will also support marketing capacity and procurement of contraceptives and diversifying choices of long-term contraceptives, including IUDs and implants.

The government of Vietnam commits to ensure an adequate budget for family planning services for the poor and marginalized, hard-to-reach, and ethnic minority groups. In addition, the government pledges to sufficiently fund the consolidation of the service provider network in alignment with technical decentralization requirements, with a special focus on the needs of marginalized and hard-to-reach people, ensuring provision of family planning and essential reproductive health services at all levels. Vietnam also commits to ensure funding to meet the needs of the Vietnamese family planning and reproductive health programs and services and the implementation of government policies. The government also commits to improve the quality of services through the issuing of technical protocols and  procedures, upgrading infrastructures, and providing equipment and training to update knowledge of service providers.

The government of Vietnam commits to make family planning and reproductive health services more accessible in regions that have a slowly declining maternal mortality rate. In addition, Vietnam pledges to cooperate with telecommunication providers and high-tech media in proactively providing information to adolescents and unmarried youth; improving cooperation between public and private providers to provide youth-friendly services and contraceptive methods; developing reproductive and sexual health policies and strengthening intersectoral cooperation on youth's reproductive and sexual health; and promoting youth participation in developing, implementing, and monitoring reproductive and sexual health services and interventions.

The government also commits to improve rights-based approaches in providing family planning services, developing national standards for a quality system of contraceptive methods in accordance with international standards; developing policies to support participation of private-sector and nongovernmental organizations in providing contraceptives and family planning services; expanding and perfecting financial mechanisms for family planning services to ensure quality,  competitive price, and method mix. Vietnam also pledges to strengthen the health system, improve linkages and integrate HIV into family planning and sexual and reproductive health policies, programs, and services at all levels; improving policies and interventions in accordance with culture; ensure the provision of quality family planning and sexual and reproductive health services, thereby improving clients' satisfaction.

The government of Vietnam pledges to:

• To ensure universal access to family planning; and
• To increase the mCPR for married women (ages 15-49) to 70% by 2020 from 67.5% in 2015.
